A Safe District C

  • Every Houstonian should feel safe on their way to work, to school, or on their way to the grocery store. Keeping Houston residents safe requires more than law enforcement, it requires violence prevention and intervention programs, as well as policies that protect our most vulnerable communities.

    Gun Safety

    Our local government should work to minimize instances of gun violence and domestic violence through increased intervention programs. Because of this, I supported Councilmember Abbie Kamin's gun violence injury dashboard, and will continue to fight against the public health crisis that is gun violence.

    Community-Centered Public Safety

    Audrey’s first-hand experience serving inmates in Harris County’s jails informed her view of public safety. Audrey believes public safety is a public health issue, and will work to address mass incarceration at the local level by:

    • Expanding violence intervention programs as alternatives to traditional policing

    • Supporting community pools, summer jobs, and neighborhood programs that prevent crime

    • Advocating for adequate street lighting and infrastructure in all District C neighborhoods

    • Audrey will continue to advocate for restrictions from smoke shops opening near schools, hospitals and churches


  • Houston is considered one of the country’s deadliest cities for pedestrians and cyclists. Audrey considers this a public health concern, and will prioritize street safety improvements to reduce traffic fatalities to zero across District C and the City of Houston by:

    • Implementing smarter road design with protected bike lanes and improved pedestrian infrastructure

    • Supporting signal priority restoration for light rail and improved crosswalk infrastructure

    • Follow the lead of Austin by creating a Vision Zero Dashboard for the City of Houston that will provide data to better understand which streets are unsafe, and which streets need safer infrastructure to protect pedestrians

  • In 2025, Audrey advocated for Safe Routes to School, which brought $9M to date for critical road and sidewalk infrastructure around 3 HISD schools.16 crosswalks were removed by the Montrose TIRZ, at the city’s direction. No child should fear crossing the sidewalk on the way to school, and Audrey will advocate to bring back the crosswalks to Safe Routes for schools so that no student is in danger on their way to and from school.
    Flood Response

  • Residents across District C deserve public infrastructure that keeps their homes safe during environmental catastrophes. I will fight to:

    • Utilize the new Stormwater Master Plan to drive decision-making and identify which streets are most impacted by chronic flooding.

    • Target these high-vulnerability areas for priority drainage improvements and District C SWAT (Stormwater Action Team) district funding.

    • Continue securing public and private sector investments in flood mitigation.

    • Ensure that funds used for stormwater mitigation are in a protected "lockbox".

    • Support ditch re-establishment programs

    • Prioritize pothole replacement and basic infrastructure maintenance 

A Healthy District C

  • The lack of heavy trash pick up can lead to mold, and mold exposure can lead to respiratory illnesses. That’s why I’m committed to making sure every District C resident has their trash and recycling picked up on time. A garbage fee is a viable investment, with a carve out for low-income residents.

  • As a physician, health and healthcare is a priority. I will build on Councilmember Kamin's prenatal wellness policies with expanded maternal health resources, including:

    • Advocating for enhanced city partnerships with Texas Medical Center to expand pediatric care access.

    • Creating mobile health screening programs targeting underserved neighborhoods in District C.    

    Additional health priorities include:

    • Pushing for community mental health centers in high-need areas of the district.

    • Opposing city cooperation with state enforcement of abortion restrictions.

    • Supporting funding for comprehensive family planning services. 

  • Audrey will support Houston's mental health diversion programs as an alternative to incarceration by:

    • Advocating for expanded mental health first responder training for HPD

    • Pushing for community mental health centers in high-need areas of the district

An Affordable District C

  • Stable housing is necessary for any Houstonian to thrive in our city, and Audrey vows to make housing more accessible and affordable for District C residents. As City Council Member, Audrey will work to make the city a more affordable place to buy and rent a home by:

    • Investing more in affordable housing and social housing programs

    • Increasing oversight and funding of existing affordable housing funds to build affordable and social housing

  • Audrey will work to ensure ReBuild Houston infrastructure funds remain in a lockbox for their intended purpose by supporting oversight mechanisms to protect street and drainage repair funding.

  • Audrey believes the future of our city depends on sustainable infrastructure development that accounts for environmental issues of the future. That’s why she will:

    • Continue Councilmember Kamin's Green Infrastructure Incentive Policies

    • Expand multi-family recycling programs across the district

    • Support climate-resilient building standards and stormwater management

  • Audrey will explore collaborations, pilots, and research on implementing a universal childcare program for all COH and Harris County residents alongside Harris County to lower the cost of childcare for Houston’s families.

A Thriving District C

  • Access to reliable transportation can lead to opportunities beyond District C for its residents, and a lack of multimodal transportation options can negatively impact access to healthcare, education, and job opportunities. That’s why Audrey will fight to:

    • Support improved bus routes and frequency across District C

    • Advocate for better sidewalks and pedestrian infrastructure

    • Oppose highway expansion projects that harm communities, like I-10 expansion without community benefits, and explore caps as a solution to create green space

    • Hold the city accountable for constitutional usage of MetroNext funds to push forward the MetroNext vision in accordance with the will of the voters

  • Parks serve as more than just green spaces, and you'll find Audrey most days out at a public park with her kids! Parks can serve as public health assets, offering communities spaces for physical activity, opportunities to reduce stress, and spaces to boost social connections. Audrey will work to improve District C residents quality of life by:

    • Bringing equity to neighborhood parks across District C

    • Supporting complete communities with schools, grocery stores, and green space.

  • Most Houstonians and District C residents don’t know what a TIRZ is, or what it does. As City Council Member, I’ll ensure neighborhood TIRZ are more connected to the communities they serve by:

    • Supporting transparency and reform of the TIRZ system

    • Ensuring tax increment zones deliver on affordable housing commitments

    • Opposing TIRZs that divert funds to wealthy neighborhoods while exacerbating budget challenges

  • Facing attacks from the state and federal governments, LGBTQ+ communities face public health concerns due to policies targeting their existence. To support and protect the LGBTQ+ community at the local level, Audrey will:

    • Continue the "Families With Pride" events supporting Houston's LGBTQ+ community.

    • Protect Montrose's historic character as the heart of LGBTQ+ Houston.

    • Advocate for the creation of an LGBTQ+ Community Liaison within the City of Houston to address community needs.

    • Advocate to secure and sustain local funding for LGBTQ+ inclusive public health initiatives, including the ongoing HIV/AIDS crisis to mitigate any failures in federal support

    • Advocate for the creation of a municipal fund for LGBTQ+ small business loans and grants to foster community-empowered economic hubs.

    • Advocate to implement local policies prohibiting housing discrimination based on orientation or gender identity, with urgent priority given to TGNC-affirming housing, unhoused youth, and senior communities.

    • Ensure all city of Houston and District C events are accessible to all residents.

    • Designate Montrose as a “Banner District” to honor its cultural legacy.

  • Historic Black communities across the City of Houston deserve investment and protections. I support:

    • Freedmen's Town preservation and revitalization in Fourth Ward and the many protected historical districts of District C.

    • Infrastructure improvements benefit existing communities, not just new development.

  • Audrey believes that no family should worry about not having food at the table for their children. That’s why Audrey will support access to healthy food for families experiencing food insecurity by:

    • Advocating for incentives to bring grocery stores to underserved areas, ensuring no part of District C is considered a food desert

    • Partnering with local nonprofits like Plant It Forward Farms and Bite of HOPE to ensure every District C resident has access to fresh and nutritious food
